Most attempts to resolve have failed so far apart from a convoluted process that did work. Remove users local profile remove all groups from users AD account log back in, back out add all groups back to AD, log back in and re-download host checker. This did resolve the issue but seems like this was throwing the kitchen sink at the problem and not possible for the amount of users experiencing the problem.
